The Collapse of the 28-Point Peace Proposal for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe breathed a deep collective sigh of relief on Monday, as the crisis caused by the introduction of a new 28-article proposal for ending the war appeared – temporarily – to have been contained. A senior US official spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its response: an extensive attack of rocket attacks on Kyiv.

The Rhythm of Negotiation and Warfare

The sequence of conflicting incidents captured the bleak nature of the recent timeframe. By day, political struggles are fought: positive announcements are released from different nations. Significant resources is devoted on containing certain initiatives. By night, the Kremlin clearly shows the world that, for them, military action persists as the primary tool for achieving "peace".

After-Dark Attacks

As the offensive unfolded into the early hours of Tuesday, the present situation of Ukraine's defenselessness was exposed. Ukraine is equipped to monitor projectile deployments from across the border, a capacity afforded by timely intelligence. From observation points, defense planes that had been scrambled to intercept incoming aerial threats flew past – modern combat jets provided to Ukraine by Western partners.

Moments later, Kyiv's anti-aircraft weapons engaged: defensive missiles deployed against a Russian ballistic missile. This was a sophisticated defense system at work, probably provided by allied countries. Every firing jolts you unexpectedly, causing tremors. The moment of terror quickly becomes grim resignation: possibly the hostile projectile won't hit its mark this time, sparing the city from catastrophe and further power outages.

Ongoing Risks

Soon after, a large-caliber weapon opened up on a unmanned aircraft close by, part of a mobile-fire group – almost certainly Western-made equipment. Regrettably, the bullets missed the hostile drone – it maintained course toward its target.

Periodically, this persisted until dawn. Kyiv greeted the morning news: multiple fatalities, devastation and heating outages in numerous residences as a result of the evening attack. As customarily, everyone still continued their routines – living the war. But those full day demonstrated Ukraine's vital need on Western support – a reliance that neighboring countries are demonstrably unable to replace in the near term.

Ineffective Peace Efforts

The detailed framework from American leadership provoked deep reactions, controversy and deep concern – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after earlier high-level meetings and bilateral conferences.

Every new proposal from US leadership adheres to the consistent cycle: a political offensive against Ukraine, which Kyiv, with allied governments, effectively counters. They contain the crisis but never actually win the battle. This pattern will, no doubt, persist.

Strategic Calculations

It is tempting to accuse particular leaders of repeatedly advocating Kremlin's demands. But that does not seem to be the whole story. Washington operates on a principle understood by seasoned negotiators: you cannot win at the negotiating table what you have been unable to protect through force. The US administration believes that it is impossible to force Russia to relinquish the land that it already controls in Ukraine's south or east.

The issue is that while accepting these circumstances, American administration does little to discourage Russia, through diplomacy or military means, from thinking that the situation will not evolve additionally in its benefit in the months ahead.

Conflicting Perspectives

Therefore, the Kremlin is convinced that duration works to their advantage – that Ukraine and its supporters are coming close to fatigue. Their reason to sign a deal that does not give them the maximum possible gain is almost completely absent. There may be many attempts to end hostilities, but they will persist as long as Russia's leader remains highly assured in the result.

On the contrary, Ukrainian leadership believes that Ukraine can still hold out, slowly losing civilians and areas but averting a entire defensive failure until circumstances change in its benefit.

Current Realities

Realistically, there are no real preconditions for a truce. Now, subjective factors are entering the equation: political desires to broker a ceasefire and achieve global acclaim, and Kyiv's double obstacles – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the national cause against any proposal Kyiv finds unacceptable, so that their priority does not shift toward internal issues. And although their mission will now be significantly challenging after current events, it remains highly unlikely that this will modify their basic position.

These two forces are guiding negotiations.

Summary and Prospects

It took a mere seven days to terminate the proposed articles of the current initiative. Aggressive and erratic handling of the matter by US administration, resistance by Ukraine and the other European countries, along with soothing efforts of negotiators, and finally, current information leaks, all did their job.

While new initiatives based on established approaches are imminent, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are rooted in Kremlin requirements and demonstrate specific hesitation to alter the situation, if they stand together and enhance their military capacity at a much faster pace. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the foreseeable future, primarily depend on sustained allied backing.
